Thank you, I look forward to hearing what they have to say on this topic.
To your prior question, I can only assume that the certificates issued with the Windows Mobile 6 SDK, the VS 2009 SmartDevices SDK, Windows CE Tools or the Windows Mobile 5 SDK R2 are all unpriviledged certificates (or the cabs are unpriviledged) since none of these successfully install to the phone. I see nothing in the cab file's properties that indicates one way or another, or indeed with the certificates I had at one point also tried installing the SamplePrivDeveloper.cer (stored with the WM 6 SDK certs.cab file) manually on the phone, which I believed did install the cert once I accepted it, but that also had no affect on my ability to debug on the phone or to unlock the phone so that I could debug upon it.

Hi, this is a really great thread. There were some changes to security policies where we still need to understand impacts. This is going to take some time, but we will be back in touch with you when we understand this.

As a temporary quick fix - can AT&T simply sign the Microsoft SDK Cert cabs? This would allow the cert cabs to install and all of us to get on with our development needs.

The link is dead. I am having the same problem with my Samsung Jack, and weeks of going back and forth with AT&T support have yielded no help whatsoever. it is as if no one at AT&T Mobile has ever heard of developing on mobile phones.
Windows Mobile developers I know thatuse Verizon do not have this problem with their Jacks. Only with AT&T.

I received help from AT&T after posting this. They sent me a cab file that enabled my phone for debugging. The cab file installed without error, and I was immediately able to start debugging. Kudos to Hsuan-hua Chang and Robert Sorita for understanding the issue and gettign the fix on the first try.
This convinces me that when I am ready to upgrade to a WM7 phone, I'll stick with AT&T.
