I've been fighting with this for two days off and on. I'm running Catalina with the Xcode 11 latest from the app store with all of the prerequisites installed per the manual and the video. I dug through the IOSCollector source code and it looks for "rvictl" (used to establish a remote interface with the device so wireshark or tcpdump can be used to dump its network traffic) and "xcodebuild" (not sure what this is for but whatever). It does both of these with the "which" command line tool, which depends on the home directory being in PATH to be able to find them.
Both of these are installed. Both of them are located in directories used by my standard PATH. I have not had this problem before upgrading to Catalina, which makes me think that Catalina and/or Xcode 11 has made changes that the VO binary is not aware of and needs to take into account. If there is documentation somewhere that helps address this, please point me at it.
