WebRTC failing to peer on AT&T Wireless Networks

We have a WebRTC based live streaming platform that peers fine on most networks. AT&T is not one of those networks. Whenever we use a device on the AT&T mobile networks we fail to peer and end up using our TURN relay because of it. AT&T has publicly announced WebRTC support for some time, so clearly it is possible. What specifically do we need to do to make peering work?
As an educated guess, are you guys using symmetric NAT's? If so, is the port change between end points predictable?
