Are you looking to build a set-initiated or network-initiated location services application?
Some of the resources you are attempting to access are related to our legacy LBS API which is based on Parlay X 2.0, and access to those resources is restricted to developers who are contracted to use the legacy API. We have a newer API available in the AT&T Network Services Gateway offering.
If your goal involves network-initiated location requests, review the information regarding the AT&T Network Services Gateway Sandbox at http://developer.att.com/sandbox. The NSG Sandbox offers a Terminal Location Web service that you can try out at no cost. This Web services is based on the Parlay X version 2.1 specification for getLocation and supports A-GPS, eCID, and CID location requests.

This location request is initiated from the app on the phone(Bold 9700). I am building a location app that determines where am i and determines if I am out of my predifined boundary. the application is using RIM api to get a location provider: LocationProvider.getInstance(criteria). The app is setting the criteria to cellsite mode. I am using cellsite mode for scenrios where you can not get A-GPS or GPS.
However, for phones in California, this method call LocationProvider.getInstance(criteria) is returning null.
Is it because AT&T does not support cellsite mode in California? does not support it at all?
Because it works for us in new York and roaming in Canada.
I appreciate your help and support or if you can direct me to more AT&T documentation on this.
